Richard Jay Foland
Richard Jay Foland was born April 25th, 1961, in Geneva, Illinois to Dorothy Wirth Foland and Richard Harold Foland. Jay would be described as kind, giving, loving, funny and strong. Jay was also known as a trusted friend, the best neighbor (who always had a fully stocked snack drawer), and to be the life of the party. He just wanted to make sure that everyone around him was having a good time. Jay’s famous words were, “Are we having fun yet!?”.
Jay spent his childhood in St. Charles, Illinois. Throughout his adulthood, Jay spoke fondly of traveling to Canada to hunt and fish as a tour guide in the summers or go bowling and playing pool with his friends and family. Jay graduated from St. Charles High School in 1979. Jay left Illinois in 1981 and moved to Texas, where he met Belinda and they instantly fell in love. Jay and Belinda got married in 1987 in Las Vegas, Nevada. Jay and Belinda went on to be happily married for 35 years and they proudly raised a family together.
Jay was a dedicated father and husband which brought so much joy to his life. He was so proud of his 3 sons and did anything and everything to support and love his family. After 30 years of dedicated work at Puffer Sweiven, he retired and lived everyday as if it was Saturday. Jay was the backbone of the Foland5 family. As Belinda would write on love notes to Jay, he was the “core” of their family, they were a team, and there was nothing we couldn’t overcome. Raising their children and growing a family, Jay made sure his wife and kids were always taken care of. He loved spending time with his children over the years making countless memories and teaching them the many lessons of life. He enjoyed taking day trips with Belinda to Galveston, or road tripping to visit family members from Florida, Illinois and Kentucky with their beloved dog Trooper on board.
Left to cherish his memories are his 3 children: Roland Jay Foland, Richard Lee Foland and Raye Daniel Foland; Mother: Dorothy Wirth Foland; brothers: Jeff Foland and Ryan Foland; sisters: Laura Dougherty, Diana Koley, Dorene Douglas, and Jodi Foland; 26 nieces and nephews; 1 God child, Alexander Julian Perez and countless aunts, uncles, cousins, sister-n-laws, brother-n-laws, and friends that he also considered as family – and, his five grand dogs Trooper, Cooper, Shiner, Koozie and Zero.
A service will be held for Jay at Crowder Funeral home in League City (1645 E Main Street) on Saturday April 2nd, 2022. The visitation will begin at 8 AM and end at 12 PM, friends and family may come and go as they wish to pay their respects. The service to honor Jay will begin at 12 PM and conclude at 2 PM.
Following the service please join friends and family to continue the celebration of Jay Foland’s life at Walter Hall Park in League City (807 SH 3 N, League City, Tx 77573).
I always enjoyed working with Jay. He made working actually fun. I will always remember the road trip we took to watch my son play football inNew Orleans. We left at noon on a Thursday. Got to New Orleans at game time. Left for home after the game. Got home at around 3:30 am and to work at 7:00 Friday morning. He was a great support.

Jay and Belinda were our neighbor and friend for over 26 years.
Roland, Richard, and Ray played with our kids for many years. We will miss Jays laugh and Bruce chasing Trooper around the front yard.
Belinda and Jay are spending all those Saturdays together again.

Most of my memories of Jay are in his early years at Puffer-Sweiven, first really getting acquainted on a company chartered bus trip to the horse races in Vinton, LA. The spirit that Jay displayed that evening is how I remember him at work and play, over the many years we shared at the company. Though Jay moved from Stafford to LaPorte and I moved around from Stafford to remote offices and back to Stafford, Jay always made it easy to pick up where we left off. Jay’s obituary is a nice and fitting tribute. Cherish your memories and Jay will live on.

Jay was always a shining light and I was privileged to have known him for many years. He will most certainly be missed.
