Richard Rhay Piper, 81, a Texas City, TX resident for over 20 years passed away on March 24, 2020 in Texas City. Richard was born June 25, 1938 in Latrobe, Pennsylvania to Margaret Rhay Fry and Robert Norris Piper. He served his country in the U.S. Navy and retired in 1977 after 22 years of service as Petty Officer 2^nd class. Richard was a member of First Church of The Nazarene in Texas City, as well as a member of the Masonic Lodge Ortonville Mi. Lodge 339 and the Scottish Rite.

Richard reunites with his son, Rhay Piper; parents; sisters: Becky Neckar, Charlotte Ankney and Gail Emerick; brothers: Bill Piper, James Piper and Ronald Piper.

Richard is survived by his daughter, Verna Hodge, husband Jared; dear friend and Pastor James Lewis.

Richard loved to travel. A hunting and fishing fanatic. Reading was a joy. His church became his family. Most missed by his loving daughter.
